Wrap the severed rubber band around the cup as many times as possible. Assume the firing position as shown in the picture and release the rubber band. The cups will do a loop in the air and glide slowly to the ground. This happens because the spinning cup drags air quickly around the upper portion of itself creating a low pressure zone.
